AIRPORT ADVISORY BOARD AUGUST 11, 2008 MEETING SUMMARY
MEMBERS PRESENT: Joe Arrington, David Fowler, Eugene Henry, Kimberly Lyles-Folkman, Larry Scheinpflug MEMBERS ABSENT: Jacq Marie Jack, Derric Lee, Lawrence Sharp OTHERS PRESENT: Airport Staff, Members of the Community
I. APPROVAL OF JULY 14, 2008 MINUTES
The July Minutes were approved unanimously.
II. INFORMATION/OLD BUSINESS
A. DIRECTOR’S REPORT -- LEE REMMEL
Monthly Lease Processing Report
For the time period July 15-August 11, 2008 the following Board actions were taken on Airport items placed on the BOC meeting agendas:
One (1) Standard Shop Lease -- normal course One (1) Standard T-Hangar Lease -- approved B. FORECASTED BOC AGENDA ITEMS -- LEE REMMEL

Master Plan Update
Mike Van Wie distributed a package of documents, related to the Master Plan, to each Airport Advisory Board (AAB) member. The package contained: three (3) Master Plan Work Authorizations (WA) and the most recent status report from Camp, Dresser, McKee (CDM) on each WA.
Mike Van Wie:
“WA-1: Public Participation. Completed September 30, 2005.
WA-2: To cover the majority of the MP. Included fleet mix used in the Departure Procedures Environmental Assessment. When Open DeKalb announced they were going to sue over weight limit (fleet mix) the FAA pulled Master Plan money on all but the hard data i.e. airport inventory, runway safety area analysis, and airport layout plan drawing set. FAA logic being; if you have no fleet mix, you can’t possibly know what you are planning for.
WA-3: Nothing done because the FAA withdrew the money because this could not be done without a fleet mix.
Deliverables are in the WAs. We never set due dates. The threat of the law suit completely changed the dynamics and scope of this project.”
There was a discussion by the Board
Lee Remmel: “There are five (5) active parts to the Master Plan:
Inventory Runway Safety Analysis Economic Impact Study Survey Property Map Airport Layout Plan”
Object Free Area (OFA) Update
Lee Remmel: “All four (4) properties have closed. All are in the ninety-day period (to vacate property).”
C. NOISE REPORT -- LEE REMMEL
The reading of the Noise Report was waived.
A copy of the Report is posted on the Airport’s website (www.pdkairport.org).
D. OTHER
No Other Business.
III. NEW BUSINESS
Change AAB By-Laws
Larry Scheinpflug: “We have a member who has not been in attendance for 1_ years. I have contacted this member and asked him to voluntarily resign. I’ve gotten no response.”
Lee Remmel distributed a copy of: Article II. Airport Advisory Board of Chapter 6 of the DeKalb County Code, Division 2. Code of Ethics of Chapter 2 of the DeKalb County Code, and the Rules of Order of the DeKalb County Airport Advisory Board.
There was a discussion by the Board.
David Fowler made the following motion:
The Board of Commissioners include a statement in Article II. Airport Advisory Board, Section 6-18. Members., Paragraph G of the DeKalb County Code that upon missing three (3) consecutive meetings the Airport Advisory Board can, for the purpose of a quorum, exclude that member and declare the position vacant. The AAB has the discretion to consider extenuating circumstances.
Kimberly Lyles-Folkman seconded.
The motion passed unanimously.

Lee Remmel: “I will contact Mr. Stogner.”
David Fowler: “I will contact Commissioner Gannon.”
IV. PUBLIC COMMENTS
